As an outsider to the series looking in, does this series of 4koma require much knowledge of KanColle? I like Rappaya's previous works but I'm not sure if my unfamiliarity with the series might impede reading this series
You should be fine with minimal knowledge; any archetypes a character uses are immediately obvious, and any given character's personality tends to vary from artist to artist anyway.
Really, with Kancolle, you can start with pretty much whatever characters look appealing to you, and expand from there.

You'll be fine - Shino's Akebono books are how I started KanColle. And Touhou.

Have I mentioned lately how the Fusous truly are the most beautifully designed Kanmusu, pagoda hats notwithstanding?

I think it's more overwhelming shock on her face, at the moment. (The reaction to Fusou lacks the shaded face of simply hearing "another battleship".) I have trouble believing Yamashiro could truly be angry at or sad about her sister for long, and the initial "someone will steal my spotlight" jealousy magnet has already gone to Mutsu. If anything, she's going to be, "OK, Nee-sama, now we team up against that upstart Mutsu!"

Funny, Shino's the straw that broke my camel's back, and made me invest the time to learn the characters, too.

Could always start with Fubuki Ganbarimasu. It's pretty much how I stated with Kancolle.
Oh good, and here I thought my total dislike of the anime was just from me only being passingly knowledgeable from having read fan comics.
The total dislike of anime comes from the false conception you must see exactly the same plot adaptation from the things you have read. Which is pointless because: a) You already know the plot, so you feel smarter than those who only sit to enjoy a movie they will forget short after. b) It's absurd and narrative impossible to expect all elements from years of volumes to be concentrated into 2 hours of filming. c) There's not reason to watch the same stuff you have read before, because contrary to popular belief the original source isn't the film's script draft.
And if I refer it as "filming" instead of "producing" is because it applies to the same smart ass who expect their game/comic adaptations to be carbon copy of the stuff they're base on.
If I could get a cent for every "The manga was better" comment...

I actually enjoyed the anime just fine... until episode ten, at which point it completely spat in the audience's faces with the revelation that the Admiral had been in love with Fubuki the whole time. At that point, I completely dropped it because I felt so grossed out.
(bonus fun fact: what ultimately got me into Kancolle was Suetake's Shibe Admiral series)
