The shipgirls are basically born with the clothes they wear, (or in this continuity, it is a "uniform" set from on high that comes with becoming that shipgirl,) as a way of dealing with the unspoken "I'm not really a bad girl, DMM's artists just drew us this way." Hence, the Admibro doesn't know why the girls are wearing these clothes, either. In the "Little Seven" pool, the child Nagatos and Kongous put on the "uniform" clothes as they were accepted (or assumed acceptance) as the shipgirls those uniforms came with.

The girls obviously can wear other clothes, but only do so "off-duty", and apparently wear whatever their "uniform" is, no matter how ridiculous, when on standby at the naval base, or when on a mission.

As a joke/wild guess, Admibro said that Yukikaze's luck might come with her skimpy uniform, but as has been pointed out even in-world, skimpy clothes don't help Tokitsukaze (or especially Mutsu). The Kagerous just ran with that, however, because it sets up the joke.

That's far from unprecedented, and it did result in him seeing shipgirls in their underwear. So "a wild Admibro appears" is very much a likely result.

OK, but that doesn't explain what's being said in panels 3 and 4 of post #2525959, or what Admibro means by "And subsequently, it's what I set for Tokitzukaze" in post #2526786.

Panels 3 and 4 of post #2525959 are talking about wearing skirts in general. Admibro is flustered by Kagero "just" wearing a skirt and underwear. Looking at Kagerou's line in panel three, it might be clearer to say "A skirt by itself is fine... normally." Panel four, Admibro realizes it's nothing to get flustered over, but Kagerou mentions that there are several girls that are "on the brink" of constant panty-flashing while wearing some really scandalous underwear.

post #2526786 is where Admibro says he asked Tokitsukaze to try wearing what she wears as an experiment on luck as a function of how short her skirt is. He also mentions he didn't set Yukikaze's, so I think it's to be presumed a deviation from the norm that he actually asked Tokitsukaze. (Alternately, he may have just told her to tie the end of her skirt in that knot to make it even shorter, but she always had that short dress...)
