What she should have done is "abandon" Kiso and start supporting some other girl. Like, Tenryuu or something. That's more likely to spur action.
I don't think she's just 'having her fun', though. Kuma is really committed to getting her sister and the Admiral together, and is genuinely trying to help, it's just that her methods are skewed by her too-direct notions of romance. (Her idea of drawing a guy's attention seems to be stripping down to lingerie, jumping in a guy's lap, and declaring he's hers, now, so get used to it.)
Also, Tenryuu doesn't seem to exist in this continuity/naval base. Even Maru-yu seems to have ceased existing, and the 6th Des Div basically never appear anymore, so the only seriously recurring characters are Kiso, Kuma, Tama, and Admiral.

I'm not sure you can call it an "arc". Honestly, considering it seems to be an entirely different cast of characters, the Wo-class stuff should really be a different pool, and there's a decent case to be made that the "Depend-o-meter" 6th DesDiv stuff belongs in a different pool from the "embarrassed Kiso" stuff. (They're released in differently-titled books and have heavy segregation of characters, although there IS a continuity between the 6th DesDiv and Kiso stuff.)
