In context to that, on the first day of event, there was a mistake when Yamakaze dropped, the introduction text actually call herself "Yamagumo" instead of kaze. It was fixed.

That's the western explanation anyway. Of course, I doubt that's what the devs were going for as Japan strangely doesn't seem to have a drug culture at all.

In Japan, people heavily look down upon illegal drug use and even consider it a sort of evil, and as such the topic is quite taboo - naturally, people who do drugs in Japan are pretty heavily ostracized, not to mention the prison sentences that come after if you're Japanese, and the deportations if you're a foreigner.
