It's a hiragana ri (り).

It's 桜姉ぇにとっちゃあ3年振りの制服 where にとっちゃあ is slanged out にとっては.

"In Sakura neesan's [e] uniform of [tsu] [chi] [ya] [a] 3 year inclination."
That's about as far as I got on that panel.

It means 'It's the school uniform that Sakura-neesan hadn't worn for 3 years'.

Also, I know I've seen this before. I might have the volume it's from, but it would take forever to find...
