This whole argument is actually ironic because wearing a track suit randomly in public considered a sign of being a slob or unemployed really. The sequence is actually:
-Hatsu doesn't give a shit about this and wanders out in public in it anyway
-Is seen by Admiral, suddenly gives many shits
-But he says she's cute anyway
-Murakumo scoffs at this saying he was only being a nice guy
-Hatsu insist he thinks it was genuinely cute
-Murakumo wavers and decides she needs to test this... for science
-Hatsu needles her sudden interest
-Murakumo channels tsun to decide she didn't actually want to do that anyway
-Hatsu say it's probably for the best as it wouldn't fit her style
-Murakumo's tsun returns in full force on being told she probably couldn't pull off something that earned the compliment of 'cute' from the target of her crush and thus we end up in the last panel.

Hatsuyuki might be a slob, be she knows how to handle her imouto.

Tracksuits in Japan are often just their high-school ones, they don't really buy another set unless they're exercising or something - they don't go out of their way to get another set.

It's not so much being unemployed - teachers wear them at school all the time! (Especially at elementary schools), but more just not giving a shit about what you're wearing(or just going for comfort over style).

If you really want to be slobby you'd be heading out in pajamas.
