While her fingers are long and thin, I should point out that she isn't wearing standard panties, but bloomers that cover half her thigh. (Just look at where her waist is.) Her legs are the right length (for the significant foreshortening on the lower legs), it's simply that their top half/two-thirds are covered.

So far as the Hourai doll... I don't really see any significant shortening of the legs. They're a little longer than the torso, which is about right.
