I wouldn't be surprised if this is the reason why. Everyone is always buying her drinks to "lighten her up", and over time she got a steel gut and became a surprisingly enthusiastic drinker.

a) She has not gone out to drink with friends (drinking alone)
b) She doesn't know the definition of a drink and has already drank alcoholic beverages before
c) She really doesn't drink.

Maybe it just takes longer for the alcohol to kick in for Hamakaze, just like Inazuma's case.

She literally says that she has not done the thing of drinking [飲んだこと] (which, while it is the normal verb for drinking, refers to alcoholic drinks here, same as it does sometimes in English) even a single time [一度でもない]. She's straightforwardly stating that she's never drunk alcoholic beverages (to her knowledge).

Maybe it's not alcohol?
