How is that Picard though? Going by the cup Darjeeling is the captain of the Excelsior.

The NC-2000 Excelsior was the one trying to chase after Admiral Kirk who had just stolen the Enterprise out of the dock in "Star Trek III: The Search for Spock".

That would probably make Miho and co the crew of the original Enterprise.

So is she enjoying a cup of Earl Grey, or a cup of Darjeeling?

Except that's clearly a TNG-era uniform and seat.

Maybe it's one of those things where they reuse the ship number over and over, like the Enterprise did (even though no military actually does that), and this is the Excelsior D?

(Besides, if someone is stealing the Enterprise, it's unlikely to be Miho.)

Well, she wouldn't be drinking a cup of herself, now would she? So clearly, she thinks Earl Grey is hot.

An English starship captain must always be elegant. Engage.

(The ship is likely a Galaxy-class in the late 2360s, but the cup is an antique from the 2280s. Only the finer things as expected from Captain Darjeeling.)

Yes, but his actor portrayed such an English presence that most people probably think that Picard is an English name.

Patrick Stewart explained it as Picard probably had an English nanny.

Always taken with a grain of salt, but going by the Memory Beta wikia (database for licensed Star Trek works) the USS Excelsior NCC-2000 is still in service during the TNG time period. With at least one piece of art depicting it having visited Deep Space 9.

The Memory Alpha wikia does also mention the bridge having been refitted at least once, so other updates on the bridge probably wouldn't be out of the question.

I don't think it is anything as fancy as all that mentioned above. I think the artist is simply referencing a few things from the tv series.

First is the obvious Picard being British and loving a good cup of tea just like Darjeeling does. The Excelsior cup and I think the artist comment also is from the Star Trek Voyager episode called Flasback. It was some kind of anniversary ep in honour of the original series. In this ep we discover that a younger Tuvok served on the Excelsior during the events of the sixth movie. In one scene he serves Captain Sulu some Vulcan tea after which Sulu jokes "This is outstanding! I may have to give you a promotion."

In the STO timeline, anyway. In the novels, the Excelsior bites it in 2308.

As for registry number re-use, the only ship that officially has its number re-used is the Enterprise. The new Defiant that was seen at the end of DS9 was just a case of footage re-use (though in the novels, it has the registry NCC-74205).
