Probably answered when the general incident plot will be revealed. There's also Antinomy of Common Flowers to take into account. Since it involves being possessed and then switching back to their existence but keeping everything that happened while possessed, maybe whoever possessed Cirno during AoCF got a tan and Cirno kept it (in ULiL extra Reimu was hurt because Mokou got hurt while fighting Reisen).

She's not particularly weak to fire and heat. It demotivates her, but it doesn't inhibit her ability. She constantly emits cold wherever she is regardless. And if what Reisen once said about her is true, she actually absorbs heat from the surroundings. So all in all there's a theory that says she even gets stronger with heat. The same logic says she's at her lowest effectiveness when it's already cold.

Hm, no? If it's hotter then she has to absorb more heat to actually create ice, so it requires more effort from her. If it's too hot she can't freeze anything because either she doesn't have the power to do it, or she becomes hot enough that it would hurt too much (and even ignoring the pain, she could catch fire). VFiS showed it when she tried to act all cool during summer, where she fainted because of too much effort.
On the other side, she hates winter because everything is already frozen so she gets bored.

Because it's not the heat from the sun that causes tanning. it's the Radiation. UVA rays penetrate to the lower layers of the epidermis (Surface Skin), where they trigger cells called melanocytes to produce melanin. Melanin is the brown pigment that causes tanning. Melanin is the body's way of protecting skin from burning.
As the sun emits this radiation you can still absorb it without being hot to get a tan. Hence Cirno can get tanned. Also she is biologically a creature of flesh and blood not an ice cream even though she does melt which is the result of her powers not her body.
Ice cream. Not really. I always assumed Cirno is like Instant Zero Absolute walking Fairy. Perfect Memento profile of her mentions how she freeze anything she touches instantly and causes frostbite even the space around her is cold.
