Both are likely correct. They are a Torpedo Squadron, but also a Squadron of Destroyers. It may have been a hold over name for when they were only Torpedo Boat, before the coming of Torpedo Boat Destroyers, and before those mounted torpedoes and replaced the old Torpedo Boats in the old squadrons. That was all between the 1870s and 1910s. Only a few navies had older style torpedo boats by World War II, and most of those were found to be unsatisfactory (the Germany had built some in the 1930s to get around treaty clauses, but there were under 600 tons ships that had weak guns and poor machinery) Their larger versions are basically equivalent to a torpedo boat destroyer of old.
That was long before the Fubuki-class brought about the modern World War II era destroyers. By the 1930s almost all the old style torpedo boats were gone. Modern (for the era) motor torpedo boats were high speed boat designed to be cheap patrol craft armed with torpedoes rather than the Torpedo Boats of old that the Destroyers replaced decades prior.
She seems like the hardest one to crack. Although I've always figured her as more grumpy than tsun.
Her tsun shell has already been cracked through and through. Don't need to look further than the previous three 4komas for her totally-not-deredere treatment of Akebono. :p
All this base needs now is Kasumi to complete the Tsundere Four.
