Kinda read it as "オクチャさん" but no idea what's this.

"OK" from "Oktyabrskaya", no? A shortening. Also isn't it 'san'?

Seems logic then if it's shortened as "Oktya", but what is that exactly?

I misread オクチャさん as オクちゃん.
