It would seem to be a bit of both, from what I've read up to here i.e... Junko may have unleashed Reisen's hate for the moon subconsciously, but, on the grounds of saying that insanity is to be clear of all reasoning, thus completely purified from any inhibitions, Reisen's natural ability cancels out Junko's purification ability and helps her maintain just enough of her sanity.
...oh, the irony~ - Btw, I saw your comment about the Lunarians. What else is to be expected from a people who steal spacesuits (or their design) from Earth, but complain about the planet x3
