Confirmed/Denied, really. The character designs are his, but most of the art is co-directed by Matsubara, as is going on with most of the Fujishima properties these days.
if you want to do a cmparioson look at this pic and compare it to any one of the Sakura taisen Manga book covors if the artwork is the same then it's not Fujishima-sensei's work, he did the character designs and manga strips but not much of the art work himself, another good way to tell is of the recent poster with Sakura, Erica, and Gemini on it you'l notice Sakura's hairstyle is drawn completely different that's a trade mark of Fujishima-sensei's recent artwork development
