Yes, to make sure they're even further in the hole due to sending out Kongou and her sisters, along with the Mutsu class ships. And First CarDiv for extra fuel burn.

One doesn't deny essential survival items to prisoners. It is punishment, not torture.
And we know that a Kongou without black tea is more of a threat to those around her than merely a punishment for Kongou.

If Kirishima in this world is similar to the anime version, i.e. about as wacky as Kongou is (just more intellectual-esque about it), then getting her would only make things even worse.

The vast majority of Kiririns are the sane sort, though. Or rather, the anime completely randomized a lot of personalities, with "yuri fiend" Fubuki, Mutsuki being a siscon, "pot on head" Hibiki...

She can live without tea for a few days - she just won't be happy about it. Plus, if she doesn't feel punished, she won't reflect on her misdeeds.

Given that the last two times she "worked" she put the base in debt again, it's for the best.

If the black tea demon can't avoid repeating her errors, no tea for her.

It's not like the tea would be very good. The tea leaves would have to be smuggled in inside a body cavity, then Kongou would have to brew it in the toilet using a dirty sock as a teabag.
