From what I can gather, it appears this was placed in pool #1706 due to Momiji's unusually long neck here reminding someone of the Lesser Dog character from the game Undertale who is known for extending its neck whenever pet until its head goes offscreen.
That, or it's because azuma_aya drew it way before Wild and Horned Hermit.
