As for your question, no, I don't think it's at all equivalent to the incredibly racist practice of black face. Faunus are not the only things with animal ears, a person wearing fake dog ears could just as easily be imitating an actual dog as they could a canine Faunus. It would only be specifically racist against Faunus if the intention was to present a demeaning and belittling caricature of them. Animal ears by themselves wouldn't mean anything.
There's also nothing in this image to suggest those ears are fake, that would just be an assumption.
