I know that 申し訳ありません = "I'm very sorry", it's part of her docking lines. Oyashio is a very good girl. Why would she be apologizing? Is that just a typical thing to say in Japanese if you're incredibly embarrassed and don't know what to say?

When there isn't much text in the image, then commentary tends to help you out with the context.

In this case, she's apologizing because she's ashamed of having so much pubic hair.

That's what I don't understand. Where's the shame in something that everyone has after puberty? The whole idea is completely alien to me. Is that a cultural thing? To me, it would be like opening your mouth and being ashamed to find teeth there. That's what's supposed to be there.

A lack of pubic hair is attractive to a lot of people as it's a trait associated with youth, just like huge wide eyes. So I guess you could call it a cultural thing.

Clarified the commentary somewhat. There's an unmistakable accusatory tone, akin to how a superior officer would reprimand a subordinate for disorderliness.

But yes, the idea is that she's not taking proper care of herself and getting scolded for it.

Anyway, the Japanese tend to have less body hair than other ethnic groups, so having more than a little pubic hair is seen as particularly strange.

The Ainu ethnic group (natives of Hokkaido - Kamoi dresses in their fashion), in fact, is notably hairier, and has historically suffered serious prejudice, to the point that people with Ainu blood try to hide their ethnicity and actively tried to interbreed with Wajin (ethnic Japanese) in the hopes it would lessen the chances of discrimination against their children, but they are still generally hairier than other Japanese.

There's also the fact that after WW2, America-imposed censorship laws prevented the showing of pubic hair as their idea of banning porn. This meant that imported porn needed to have the pubic hair airbrushed over, and Japanese AV actresses always shaved because it's fine to show the goods so long as she was shaved! (These are also the same laws that led to all the mosaics and tentacle porn because penises were outlawed, etc.) Like with how panties became associated with sex after only high-class prostitutes were the ones wearing them at first, shaved pubic hair became a widespread deeply ingrained fetish, while any notable amount of hair became something revolting to many.

Some JAV actresses actually maintain their pubic hair in censored JAV but some shaved in uncensored one.

In my opinion
Pubic hair is very fine for me it help protect pathogens to reduce chances of getting stds also help reduce friction during sexual intercourse.

For Asians and people living in warm, humid climates, having too much pubic hair makes things... smelly due to accumulation of sweat. This applies to armpits as well.
