Well, you know that making a Pokémon league takes a lot of time to do, plus, another thing too is the badges, no Pokémon related stuff is complete without the badges... (which would be troublesome, since almost everyone in Gensokyo wants to compete in the league and there won’t be any gyms the “protagonists” would take on by themselves...)
As for Mr/mrs. Noel, it’s May be busy with other stuff more important to it. (Like Work, and probably it’s family and stuff like that...)
