I remember a YouTube commenter criticizing Asterisk War for being another paint-by-numbers harem anime, and talking about how those sorts of series are aimed at young teenaged boys, such that they're old enough to be interested in girls, but not mature enough yet to actually follow through on anything. Hence, the main character panics and runs away in spite of not being in any relationship when the hot sexy blonde girl gets him into her bedroom, walks in naked from the shower, and drags him to her bed while making it quite clear they are going to have sex now. There's this sort of meme that anime (and some of the manga that wallow in its tropes) seem to get stuck in where guys are constantly offered a chance to feel up boobs, but lack the actual balls or emotional maturity to actually just ask the girl out and score.
Don't think it's an act, but more like the Admiral is in one of those "I don't want to admit that I actually love her" kind of types.
