No, it's slapstick violence for the sake of comedy. If this was in the relatively-realistic main comic, he would've been dead from the arrows in his head.

For all we know, it was a purely reflexive reaction on Kaga's part to what she saw, such that the deed was already done by the time her conscious mind finally overcame the shock of the unexpected visual data, and she had apologized for her actions in between the last two panels.
A bit unrelated, but is the Robba's first appearance, the one that inspired this whole series, is considered canon to the expanded version? That strip's joke seems to be that Kashima's trauma is from her appearance in countless unpleasant doujins, but it's replaced by her former (shittyratfaced) admiral's rape attempt, right? If so, then might Kashima's first meeting with Robba be a little different, and perhaps a little more dramatic?

Might not be that much different. They both can be connected as after the almost-raped incident, Kashima got some kind of reputation as a easy woman and got used as an image for all sort. Then some people actually made stuff along that line (an AV/cosplay AV, I guess?). That blew into a whole trend. That reputation got so much bigger Kashima has to go to L〇wson to keep face for the higher ups. Then with that plus having spent the days be harassed, she met a robber.
