While that's probably not what's going on here, Yamashiro's expression in the third panel reminds me of one of the worst feelings ever- when you try to tease someone and then they end up getting genuinely offended at it. Like, "Oh, shit, I wasn't trying to make you upset, I was just trying to be funny." The guilt is just awful. It's especially bad when it's someone you really like. I don't mean in the "like like" sense, just someone that you think is really cool and enjoy interacting with.

Panel 2 didn't look like teasing. That's the gloating mockery you see sometimes on the ojou-sama character talking to the poor MC about how they can't afford good things.

Yes, exactly. It's a pity that sort of Ojou-sama "laugh uproariously into the back of your hand like it would actually cover your mouth" thing fell out of favor sometime around the millennium, because I always loved that one.
