Yes, it is her, with her short ponytail and brown hair.

Isonami has twin braid and something like light brown hair, dunno how to describe the color.

It was a reader-added tag, I'm sure. Creator-added tags are marked by a preceding asterisk (*). There's now a reader-added "Murakumo/Fubuki" tag, and one commenter specifically bemoans the incorrect tag that used to be there.

So is Fubuki implying the admiral wasn't the one who chose Murakumo as his starter ship?

More like she's just assuming based on what Murakumo just told her.
Murakumo's reaction implies that she's never thought about that before- meaning either Fubuki is right, or the Admiral's hiding something...
