It can't be "explicit" if you can't see anything. Explicit means nothing left to the imagination.

I can see a big pair of tits bouncing up and down. I don't have to imagine them, as I usually do when I'm not looking at this picture.

Put another way, sexually_suggestive should be for pictures that depict something non-sexual (eg a girl eating a popsicle) in a way that suggests something sexual. But a topless girl bouncing up and down is sexual, even if you remove the suggestive element.
