They can't kill her, but I'm sure Yukari knows punishments that would make a Hourai Immortal wish they could die. Or they might gift-wrap her and send her home to be turned into a toad like they did to Chang'e. But you're right, I doubt even Eirin could get Kaguya under control at this point. Just a question of who grinds her into the dirt and if Mitsumoto is going to be a bridge-dropping jerk and subject Keine to a pathetic cliched "collateral damage" death

With respect, and just to be fair by playing devil's advocate, I'm pretty sure Kaguya is more powerful than Ex-Keine. That said, it might buy enough time for Mokou to show up and slow-roast Kaguya like a rotisserie chicken.

The only thing about Kaguya's history that cannot be destroyed and rewritten at EX-Keine's whims is her immortality. Everything else is fair game. Assuming Keine is pissed off and vicious enough, she could erase Kaguya's presence from Gensokyo and dictate that Eirin simply sent her home to be jailed with Chang'e and remained at Eientei on her own with Reisen and Tewi. Or she could be as pragmatic as rewriting the curbstomp she just took and making herself the stomper instead of the victim.

Forgive me, I just have this hilarious mental image of Chang'e's "prison" being a terrarium that's passed around the moon rabbits on bets and whatnot, and her real punishment is how they screw up in care of said frog/toad because, well... moon rabbits.
