I can see Atago will use Portland to get rid of Ise and Hyuuga who are keeping a close eye on her. She can't have her shikikan to herself if there are two watchdogs keeping her from stepping out of the line.

I don't know but right now I think Enterprise and Zuikaku have become indifferent to the madness of the base.
Look carefully at Cleve's death. There are multiple cuts & slashes. I smell Atago's work in this
It would be a nice twist if she set up the whole thing so she can use an unstable Portland to be a pawn for her sinister purposes (probably use her to get rid of Ise and Hyuuga a.k.a "watchdogs preventing her from making the commander all for herself")

You guys have to remember that the Japanese, and Germans are evil in the game. Most of them are working with the Sirens, and that could play into why Atago wants Portland. Maybe they want to use her body for their insane experiments? Or turn her into one of them? I also think it's cute that the artist has Enterprise just doing nothing about this whole thing. It's a huge oversight on the artists part, and makes no sense.

I think you forgot this doujin takes place in an alternate universe so it's not following the canon story. Same goes for other artists' own doujins.
In the artist's story, a lot of her ship girls are clearly batshit crazy. Take Atago, Roon, Abukuma, and Portland as examples.

germany is seemingly in the thick of that problem, but the japanese's case is limited to akagi and kaga. akagi essentially forced nagato into authorizing pearl harbor, as noted by the recent IJN-focussed event. (furthermore, implication that it might have been avoided if mikasa hadn't been off doing whatever at the time, since nagato respects her highly.)
as for this trainwreck of a story... frankly anyone keeping roon around after her being quite open about wanting to off her allies is batshit crazy to begin with. (nevermind that roon is psychotic even ingame... akagi's less nuts despite being yandere.)
(side note: between keeping/protecting roon when she's clearly a lost cause, and keeping portland around and possibly in service despite her mental break, it seems like the root of this base's problems is it's commander. madness flowing down from the top, getting worse with every incident swept under a rug.)

This base just keeps getting worse. Just when you think it can't get any more crazy, something else happens that's tops what had happened before. The fact that shou hasn't shown up in a while makes me wonder what she is planning besides maybe sending abukuma to take out roon.
