Both of you are incorrect. He's an Echo of Roy. The only difference is that he has a variation of Ike's Aether instead of Roy's Ryuenjin-esque Blazer recovery. This revelation confirms that Echo Fighters aren't 100% visually similar to their originals, so someone like Dixie Kong could have her own unique recovery as well what with her hair and all.
