Well, first you need to be on the committee, then we look through the days postings and nominate candidates, then debate, and come to a consensus. Last night was awful and took us a good hour.

Most wallpapers use scans made by other people......If that person really did make this wall he obviously just did the background and effects which is pretty much what every anime wallpaper is. Unless the character is vectored.
