Ains is evil but Tanya isn't. The series is calling her evil because she is opposing god so she is a heretic.
You do realize that Tanya is single handedly behind all the technically in the rules, war crimes in this series. Tanya is the one giving the "technically" not Nazis their ideas.
edit: I believe the term for Tanya would be functional sociopath. In peace time they make good reporters as they can talk all day about horrible things happening to people without it bothering them. Or as demonstrated in ep1, a middle manager able to fire someone with no empathy. In war time capable of committing the most horrible atrocities. From memory of the show: Trying to shoot her own trainee, came up with a treatise on how to "legally" bomb a civilian city, issued a treaty mandated warning masked as a child's prank so they could blow up factory workers without them trying to evacuate, and started the world war in a conversation with the general.
Being X doesn't strike me as being anything benevolent enough to be called a god either. An entire world forced to go through hell all to torment one atheist? Reminds me of Rodcorte from The Deathmage doesn't want a fourth time, but slightly more competent.

Being a god has nothing to do with morality. It's simply a label denoting power or one's place in the metaphysical structure of reality.
