I guess the lack of a breastplate maker her chest seem smaller and thus, makes her look younger?
I mean, it's the first CG where she is not fully fitted for battle, so it's the first time she is only a young girl.
That's the feet. Or her shoes making her seem short, since she's tip toeing, yet, still about the same or even less than her normal height. Besides, she normally have a slightly slanted view from above in CGs too, if that isn't too wrong of me. Making a look from the same height as she is somehow, able to make her seem short. Well, her back and torso seem to really be shorter though? Must be the one piece dress.
I dunno, Kadokawa, it seems mildly inappropriate to drop a festive CG of one of the Kidō Butai carriers on December 7. I mean, I reject the common controversy-seeking line that the game is trying to rewrite the war, but even as a fancier of both Zuikaku and Christmas CGs, I feel like the timing is a bit tasteless.
It's a cute outfit, though, I cannot dispute that.

Oh please, we dont need people throwing a fit over the timing of something. Last time it happened, it was in FGO with Koreans screeching over GudaGuda 3 and accusing the FGO director of all kind of malicious intentions. DONT DO THAT.
As a dyed in the wool American I think it is fine. I don't want the Japanese having to tiptoe around anything involving WWII when we have made peace and are past it. It would be a completely different story in my mind if we were still at conflict or something.
It isn't like in PUBG with people saying "Taiwan numbah wan" to Chinese players. lol
KC Devs usually does server maintenance/updates on Friday and because last Friday was still on November, the earliest day for them to start the Christmas atmosphere updates was this week's on 7th, contributing to the unfortunate implication. Not to mention, they probably also wanted to avoid having two maintenance days close to each other because the next one is reserved for maintenance into early winter event.
By the way, they also added negligible +1 stat boost (FP & Luck cap) for 1st and 2nd CarDiv members plus Tone sisters (AA & Luck cap). Take that one as you will.

To look at it another way though it's a Christmas skin, a completely imported western holiday that many Japanese in WWII had probably never even heard of. So maybe it isn't insensitive, but actually a sign of peaceful cultural cross-pollination.
