One possible way to do it is to fold all the leaves down then shove the lifebuoy right down till its current position and put the leaves back up, maybe? (Wait why am I seriously thinking about this?)

No no, they've got a point. I can't whack it to Mutsu's ass if I'm distracted by this pool toy.
My guess is they placed the buoy around the tree as a sapling and it grew into it. Or maybe they cut off the top, installed the buoy, and grafted the top back on.
