Looks like a hash brown to me. That's not an uncommon thing to add to burgers in South Korea, at least, but I'm not certain about Japan.

There's a McDonald's Germany version of the Hamburger, the McRösti (https://www.ots.at/a/OBS_20161228_OBS0001). It contains a deep-fried pancake made of shredded potatoes.
