Mutsu's second remodel closely resembles that of Nagato's except that she has a capelet in place of actual sleeves. Also, her tiny miniskirt appears to be slightly longer than before.

The color scheme matches nicely with Masked Rider Faiz.
Come to think of it, Nagato Kai Ni's also resembles Kaixa/Orga a bit...

When I just saw Good Smile Company teasing for Mutsu Kai-2 as a figma for the WonFes Winter 2019.

and considering Kusaka and Kiba's personalities, it fits Nagato. both fanon and canon.
