I'm unsure how this is of questionable quality.

Unless this is supposed to be a homage to Shin-chan, that pointy jaw skirts the border between style and awful. Also, the legs (which taper off like celery stalks) look like they were drawn separately and pasted together later a little too far apart, resulting in an overabundance of crotch and a lopsided ass.
