Her name is 北方棲妹 (Hoppousei-mai?), where 妹 part can be read as little sister. If we're using danbooru's naming convention, then maybe it should be Northern Ocean Little Sister/Imouto? I feel that the "seimai" portion might be a pun with "seimei" as per usual KC naming style.

I hope Yuzuki Gao makes more Hoppou manga with this grumpy little sister in tow.
