I've done everything but that but 1 million is a bit daunting to me at times to be honest.

Roon's tricky. Mostly because Ironblood doesn't have many cruisers that rise above medicore. Dustecheee and Graf work well enough but the fact that they're heavy cruisers means their actually main gun range is very narrow leading to often not catching fireships. (At least on 8-4 which is probably the highest you can get away with using a 0 LB monitor).
Fireships will usually eat your monitor alive so I added a 0lb Fuso with a maxed CL secondary for extra security. An extra 4 oil per fight isn't too bad and makes the runs much more stable.
So my setup is Deustcheee, Koln (0lb leech, I like her design the most), Graf Fuso (0lb), Erebus (0lb, because infinite darkness is such a good flagship barrage.)
It's by no means hyper optimized and I am by no means a great AL player, but it's been working for me with minimal headache.

Now you shouldn't have that many problems gathering Exp, while it's true that there are few German cruisers quite a few of them are decent choices such as Desuland, Spee or Hipper. In case you need to use a light cruiser (or Prinz)try using Leipzig as her skill improves the performance of every cruiser in the fleet (think of her as the German equivalent of Leander).
As for experience grinding mpas... I got it mostly from 3-4 (the foxes gave me Roon, Bel-chan and Fumirul ^^u), but I guess others maps like 6-4, 7-2 (good place for farming gold and weaponry)or 8-4 should work well too.
