Ikazuchi-chan trying to heal the Admiral who has been reduced to tears by a "salty interaction" by neutralizing it with sugar.
A Japanese idiom for "cold reaction" has the word "salt" in it. The joke involves her taking it literally as the Admiral being hit with salt.
