I removed the character and copyright tags. The image was tagged as being both Samus from Metroid and Winry from Full Metal Alchemist when nothing that I could see in the source stated that she was either of them. It seems to just be a generic blond anime girl.

If I missed something and she really is one of those two characters then I apologize.
