My guess would be because they're not really interacting with each other in a romantic or sexual way, they seem more like they're waiting for someone else to join, to me. I can't really say confidently if their current state warrants the tag or not, personally.

Any verified user can add tags to images on pixiv, the artist wasn't the one that added the yuri tag. Also, unless I'm mistaken, danbooru doesn't generally add a tag just cause the pixiv post was given that tag.
If we're just interpreting danbooru's definition of the tag, I don't personally feel there's enough interaction between the two girls to qualify as yuri, they don't appear focused on each other at all. I'm not going to debate it if people disagree, though.
