Cirno pretty much isn't the sharpest tool in the shed, but she's not the dullest either.

A fact that most people forget, she can actually read contrary to Mystia and Cirno also figured out what was going on in PoFV before anyone else (if by luck).

Also, she's a fairy, as far as fairies goes she's nearly a fricking genius. She gets beaten by Star Saphire and Sunny Milk (maybe) though.

But in overall of Gensokyo dummies, she probably makes the top 9 list anyhow.

Kabi, ZUN himself said - right there in the POFV manual, even! - that Cirno is an idiot. Disagree all you wish, but it's useless to go against the word of the creator.

The thing is Cirno is a very lovable Idiot (Not to mention over confident); and in a way; she is considered the strongest fairy.

Also it'd be a REAL bad sign if Cirno was the smartest fairy as well.
