That's why I didn't say they did, yes. My point is that it's a different culture; loli things are more normal over there because real lolis haven't been illegal for hundreds of years.

Technically they do, anything depicted has to have the participants be over the age of 20, but seeing as fictional characters are, well, fictional then all that takes is a handwave saying 'yup these characters are all over the age of 20, they just so happen to look like children' which effectively means that particular law is moot.
While child porn may not have been illegal for hundreds of years in Japan it wasn't exactly widely practiced and while there may have been girls and boys marrying young the circumstances were totally different. People didn't live anywhere near as long, especially the warrior classes, so there was an impetus to marry and have kids at a much younger age than would ge socially acceptable now, that said I'm talking 16/17 here not barely hit puberty.
