- Ooyodo would have had to not shed hair, which is already a tall order - Nagato would have had to infiltrate the Russian bunker as well as Warspite and Ooyodo - Warspite would have had to be complicit in this since she had put the bunker under enough surveillance to know about the launch device - Nagato would have had to know that Atlanta would find the hair - Nagato would have had to know that Atlanta would assume the hair belonged to Ooyodo - Nagato would have had to know that Atlanta would piece together the Admiral's plan just from that hair - Nagato would have had to know that Atlanta would confront the Admiral over his scheming ways - Nagato would have had to know that Atlanta's confrontation would cause the Admiral to take a more direct role in the naval base's affairs
Or, more likely:
- Nagato isn't a f'king mind reader and Ooyodo just forgot to wear a hair net
It's possible the hair thing wasn't pre-planned, but something Ooyodo came up with during mission while grumbling about the Admiral's Keikaku Doori bullshit
But from now on, I want to be more proactive and deepen the relationships between us...
