So designing and manufacturing your bomb must be done in absolute secrecy to avoid sanctions and international outrage. The "testing" is basically you loudly announcing that not only do you have the capacity to build working nukes, it's saying that sanctions come too late because you already have enough of them to not let yourself be bullied into giving them up anymore. The big players will be pissed at you, but they will respect you. After all, you're one of them now.

As it happens, they actually DIDN'T test one of the bombs first. Little Boy's design was considered reliable enough, and the fissile material scarce enough, that they dropped it untested. The Trinity test was of Fat Man's design, which used a different approach.
