Bad or not, at least it's easier to make improvements. And it's not annoying, which the censoring is. Also, I don't see what's wrong with this one, I've seen far worse attempts.
Censorship issue aside, the artist's original image should always take precedence over any versions that were tampered with. This includes recolorings, nudefilters, photoshops, vectors, whathaveyou, uncensoring attempts included.
It's bad enough when an artist tries to draw the details of an anatomy he's never seen. It's worse when someone that can't even be an artist in their own right tries to correct that with details of an anatomy he's also never seen.

If I could stab you in the face via the internet, I would. Tell us in absolute (not relative) terms why it is not bad. "I've seen worse" is never, ever a valid defense.

It's not precise, but anime-styled art doesn't have to be, your imagination fills the blanks. I, for one, have seen so much censorship it annoys me, and would rather look at a "badly" uncensored version than a censored one, as it doesn't have the detrimental effect of pissing me off, at least.
