Is the alternate font choice a suitable method of visually conveying the different language within translation here, or would it be more appropriate to transliterate the Russian (to emphasize that Tsuji can't understand her) with the English translation as a TN?

I'd go with alternate font, but also a TN saying the name of the language (in this case, Russian), since multiple languages use the Cyrillic script and not all readers of this comic are guaranteed to be sufficiently familiar with Girls und Panzer (if at all) to recognize who Klara is and know that she predominantly if not always speaks in Russian.
