Royalty has always married pretty much whoever they effing wanted - if they were powerful enough.
Far more often, royalty ranging from barons to kings has always married one specific person chosen by someone else (by parents, by political gain/necessity, by council), often as children. Examples of marrying someone they wanted usually leads to bad consequences, see for example Eric XIV of Sweden, Edward VIII of England, many other examples. Concubines are a thing, after all, main wives are political/arranged, even for someone like Genghis Khan.

Which was an arranged marriage when he was 9. But he did save her from kidnapping and by all accounts they loved one another a lot. Genghis has many sorta-heartwarming aspects about his life considering he's someone who caused the death of tens of millions.
