While she has smoke screen to hide herself, enemies can counter that by either using radar or hydroacoustic search, or even rushing her smoke screen (this is highly suicidal 'though because she has torps).
The "00:51" is the smoke screen duration, and the '12 Detected' means that 12 enemy ships are seeing her, and currently pointing their main guns at her.
Since Belfast has basically no armor...yeah...she won't last very long. Unless she quickly get out and run away; or the enemies are potatoes that failed to land any shells on her.

This maid at her current iteration doesn't have torpedo tubes, her fit during 1943 does though, albeit you're going to face other radar cruisers yourself at tier 8
