She does, stamina reduces slower when she's gliding.

Yeah, her and Kaeya's dash stamina reduction are great. I think Beidou has swimming stamina reduce to cover the triangle too.
In terms of pure combat gameplay (I'm not ragging on her character. I love Amber and she's easily my 4th favorite character in the game, unless we count Paimon, who pushes everyone down a tier), yes Amber has many problems.
Her stats are much lower than most of the other units of her rarity (her, Lisa, and Kaeya all have lower stats compared to gacha units of equal rarity, just like how Traveler is only a 4* in stats despite being a 5* in display), she has great trouble applying Pyro to enemies (a defensive E skill is certainly part of that problem), and as an archer not named Con1 Fischl, her actual DPS is low. She outright requires Con6 to match up to the power of Con0-2 gacha units. So that's why she's (again, purely in combat gameplay terms) a poor unit.
Her main saving grace however, is that she's an S-Tier explorer. Her gliding passive is the same power as Venti's, and the fact that she's an archer means she can solve torch puzzles far easier than any other Pyro user (granted there are only two others right now; Klee is still a bit under a week off), unless the puzzle has a time limit.
Just to reiterate, I love Amber. She's an amazing character in personality with a great (and plenty attractive) design, and the one I personally OTP ship with (female) MC. I just can't deny how much she severely lacks in combat compared to Xiangling and Klee, and especially Diluc.
There are so many story temples that just assume you have Amber (I remember the one that had that pyro totem in an unreachable spot), that she'll always be useful in exploration.
Though, to be fair, her usefulness is mostly forced, whereas Keqing cheesing geoculus and Liyue's unclimbable roofs with teleport is a lot more natural.

Yeah, all elemental puzzles in the game are done with only the base free units in mind. So even if you have Diluc, Xiangling, or Klee, for those locations, you absolutely require Amber. So like her or not, everyone's stuck with her on a team.
