Basically, yeah. However, Kefka's the one saying it because he adds on "Tina, omae ha". I'd go with "You're really something, Tina.", since it looks like the praise is ambiguous (he might be being sarcastic). This line is also a parody from JoJo's, so someone familiar with the context could be more accurate.

It's a parody of Ciocolata and Secco from Jojo's part 5. Ciocolata is basically the 'mad scientist' of the Italian gang in that part and Secco is his deformed test subject,(You could never see how deformed, he was constantly wearing his 'Stand' armor) whom obeyed his every command. He trains him with sugar cubes and on one page makes him catch three of them. This is the panel where he praises him for catching them all "YOU'RE GREAT, SECCO!! GOODGOODGOODGOODGOODGOODGOODGOODGOODGOODGOODGOODGOODGOOD!"
