Distant Cousin Perhaps? I think in Awakening (and some of the older games too) they are related to the Goddess Naga.

Personally, I theorize that all Fire Emblem games are oart of the same universe and that the Divine Dragons are angelic beings that helped create all the worlds under God's direction, and are therefore tasked eith maintaining the balance of said worlds.
